Statutes, Regulations, Rules and Other Resources

TWC grantees and subgrantees must conform to applicable statutes, regulations, rules, guidance and other requirements as set forth or referenced in their agreements with TWC. Such requirements include conformance to state travel requirements when made applicable by State legislation or other provisions. Not all of the sources listed below apply to all agreements, and some agreements may require conformance to sources other than those listed below.

Purchasing and Vendor Information

The Texas Comptroller of Public Accounts (CPA) and Department of Information Resources (DIR) offer state purchasing services to state agencies. When authorized by state statute, these services may extend to eligible TWC grantees and subgrantees.

*Note: Links on this page have been updated to reflect changes in the functional responsibilities of the Texas Comptroller of Public Accounts (CPA) and the Texas Facilities Commission (TFC) (formerly the Texas Building and Procurement Commission). The 80th Texas Legislature approved legislation that moved the state's procurement, fleet, quick copy and mailroom functions to the CPA as of September 1, 2007. Therefore, the CPA is now responsible for the State Travel Management Program (formerly TBPC Travel Management Program) and the Texas Procurement and Support Services (TPASS) (formerly TBPC Purchasing Services, such as the purchasing cooperative, centralized master bidder's list, Texas Multiple Award Schedule (TxMAS), etc.). The CPA is also responsible for the state's Historically Underutilized Business (HUB) Program. The disposal of salvage and surplus personal property from Texas state agencies remains with TFC.
