Skills Development Fund

Self-Sufficiency Fund

The Texas Workforce Commission administers the Skills Development Fund program, which provides state funds to directly respond to the workforce needs of Texas employers. When a single business or consortium of businesses identifies training needs, a Skills grant can fund the development and implementation of targeted training through a community college or other training provider.

During Fiscal Year 2007 (September 1, 2006 - August 31, 2007), TWC awarded 55 grants totaling $25,059,808, which served 281 businesses, generated 7,073 new jobs and upgraded the skills of 13,758 workers in existing jobs. For Fiscal Year 2008, TWC has $25 million in Skills Development Funds to support high quality, customized job training projects across the state. Grants for a single business may be limited to $500,000.

Applying for Skills Development Funds

Businesses and trade unions must partner with an eligible applicant in order to be considered for Skills Development Fund grants. Eligible applicants are public community or technical colleges, the Texas Engineering Extension Service or a community-based organization working in partnership with one of these institutions. The Skills Development Fund Proposal Submission Forms have recently been updated and consist of the following documents:

For Fiscal Year 2009 (September 1, 2008 - August 31, 2009), proposals must be submitted to the Texas Workforce Commission by the dates shown below:

For Contracts Starting On or After: Proposals Must be Received by*:
September 1, 2008 June 2, 2008 (Quarter 1)
December 1, 2008 September 2, 2008 (Quarter 2)
March 1, 2009 December 1, 2008 (Quarter 3)
June 1, 2009 March 3, 2009 (Quarter 4)

*Proposals may be submitted at any time during the year; however they will be reviewed on a quarterly basis.
