Self-Sufficiency Fund

Skills Development Fund

The Self-Sufficiency Fund Program, administered by the Texas Workforce Commission (TWC), assists businesses by designing, financing and implementing customized job training programs in partnership with public community and technical colleges, a higher education extension service, & community-based organizations for the creation of new jobs and/or the retraining of existing workforce. The goal of the Self-Sufficiency Fund is to assist recipients of Temporary Assistance for Needy Families (TANF), Food Stamps, and Needy Parents to obtain training, get jobs, and become independent of government financial assistance.

Applying for Self Sufficiency Funds

Businesses and trade unions must partner with an eligible applicant in order to be considered for Self-Sufficiency Fund grants. Eligible applicants are public community or technical colleges, community-based organizations that have been given 501(c)(3) status by the Internal Revenue Service, or the Texas Engineering Extension Service. The Self-Sufficiency Fund Proposal Submission Forms have recently been updated and consist of the following documents:

In addition, other documents have been created to assist applicants and businesses. They include:

For Fiscal Year 2009 (September 1, 2008 - August 31, 2009), proposals must be submitted to the Texas Workforce Commission as follows:

For Contracts Starting On or After: Proposals Must be Received by*:
October 1, 2008 July 14, 2008 (Quarter 1)
January 1, 2009 October 13, 2008 (Quarter 2)
April 1, 2009 January 2, 2009 (Quarter 3)

*Proposals may be submitted at any time during the year; however they will be reviewed on a quarterly basis. If funds are still available after the third quarter, proposals received after the due date for the third quarter will be reviewed for funding. If funds are not available after the third quarter, proposals received after that due date will be considered for funding in the following fiscal year.
